It is. I left them a message asking them to stop. I might affirm that it's an official warning, given that page breaks four rules:

1. Insufficient notability/OC character

2. Improper format

3. Nonsense in the page

4. Ignoring staff instructions about editing (for the 4th time)

Edit: they've already received three warnings, with Ant specifically calling his a "final warning", with an assurance that a temporary ban would result from further bad behaviour.
