She can do it without problems. It would just make match results invalid and it wouldn't be added to profiles.

100% would work on normal Noelle, no counter arguments here. But it's Weird Route Noelle, so Quanxi for her is just another bunch of EXP in a road to becoming stronger

Sure but in order for Quanxi to lop her head off like Newton was saying, she'd need the AP to oneshot, no? Like Strym said, body parts don't have massive durability differences.

Swords are treated as mitigating durability. They act over a substantially smaller surface area, allowing you to cut through things ordinarily stronger than you with ease.
That said, Quanxi has a slight disadvantage, and Quanxi's sword broke from decapitating a bunch of fodder human level doll devils. I imagine it'd shatter if she tried to decapitate someone stronger than her, but idk

Do you think she has the endurance to use magic with a cut throat? She's superhuman on her profile but it seems to be a pure stamina thing opposed to like a pain-tolerance/endurance one
iirc, she can't use magic once she's 'downed'. This seems analogous.

By default we assume that necks are somewhat less durable than other body parts. Common sense (and wiki) says that cutting damage allows to slice through body of opponent with higher dura(up to limit), so I am pretty sure that Quanxi would be able to at least slice her throat(which is death sentence), which requires only surface level cut
We have targeting internal organs as limited durability negation, so

Mid-low. Can heal such cuts, but I don't think she would have endurance and mental fortitude to heal it, if it's throat cut

Okay way I see it, in equal speed, given the 20 meter starting distance, I don't think Qua can cut her throat before she freezes.

Quanxi still can dodge spell, and it would be a bit easier for her to run forward than to Noelle to go backward(or form ice shield).

I only have a tertiary knowledge of Deltarune, but aren't attacks in that game not dodgeable? At least in a verse where everyone is comparable in speed (Or in this case, equal speed).
If she can dodge, I'm voting Quanxi, her agility and acrobatics would get her in close range fast enough. If I'm right that it's undodgeable, voting Noele.

For regular attacks yes. Iceshock gives more time, but dodging it still very hard(and we never saa it being dodged).
Plus, even if Quanxi gets close, Noelle can defend herself with this ice shield
