Old Man vs. Turtle Hermit (Deltarune vs. Dragon Ball) (0-8-0)

Roshi's hundreds of years experience admit varity of battle ablitys probably gives him the win, not to mention I'm pretty sure he upscale like, way way above his rating if I'm not wrong.
 
Gerson could paralyze him with Green Mode, warp the combat area so that Roshi always ends up in the same place no matter where he moves and could reflect or deflect his Kamehameha with his hammer

And then comes the rain of hammers and arrows aimed directly at his soul and the clones/after images
 
To start off, scaling chains:
Gerson>>Fun Gang(3 experienced fighters each scaling to value above, aren't strong enough to beat him)
Roshi>Tien>>Majin Buu arc Base Gohan(scales to value). Tien can destroy good chunk of Katchin arena, something base Gohan isn't able to do.
Both have Analytical prediction, Roshi is much more experienced in CQC, but Gerson can nullify his attempts to turn combat into this mode

Roshi also has a paralyzing ablity green mode seemingly still allows you to use items yout just stuck in place so he could likely still launch ki attacks and use ki shields, besides again he also has his own Paralyzing option that dose definitely stop you from attacking

I don't think warping the arena is really all that useful if he already can't move where he's standing from? And that power is never used to pervent attacks

Kamehama is a wave attack, DB character have controlled and completely changed direction of such attacks before (not to mention they tend to be much longer then attacks he has deflected before so I think if his ablity to do so would be useful here is questionable) roshi could also fesable attacks with ki attacks from all directions to pervent them from just being reflected

Edit: there's probably also an aurgment to be made even with green mode he could move himself with his own ki attacks or by summoning a steed to move around for him
 
It's worth noting that Roshi resists soul manip via Ki manipulation, which helps him a lot here. Gerson is 2.4x stronger, which is a notable advantage, although a charged-up Kamehameha might be able to surpass it. In terms of raw combat skill and experience, Roshi clears pretty easily, which will aid him a lot in avoiding Gerson's Danmaku on top of his acrobatics and better Analytical prediction. Green Mode prob won't be too much of a problem for Roshi since he can block the arrows with his staff and is skilled enough to put up a good defense against them. Gerson doesn't really have a way around things like Roshi's Paralysis Art, Lightning Surprise Attack, and Hypnosis Technique, which are gonna take Gerson out if Roshi successfully uses them.

Yeah I'm giving this to Roshi. To add on what was said prior Roshi isn't the type of Dragon Ball character to just rush in head empty, he's been shown to rather quickly identify and deal with threats that normal AP can't solve. Gerson doesn't start off with his really heavy stuff so it's more likely Roshi deals with him with his unorthodox hax first.

To showcase even more how Roshi can take the lead, in a case where Gerson actually does try his stronger green mode spam to overwhelm Roshi. Roshi, in turn, can simply go MAX Power buff mode and use his greatly enhanced power to block, destroy, and overwhelm the incoming barrage. (He's capable of maintaining it much better in his DBS version)

Roshi's value originates from Semi-Perfect Cell (Who already should technically be stronger than it since he got it from doubling Namek Saga SSJ Goku's value when both Android 17 and Imperfect Cell are many times stronger than that Goku, with Imperfect Cell outright no-selling a Piccolo who was roughly on 17’s level at the time).
A stronger Piccolo then upscales further by holding his own alongside Vegeta and Trunks against the Cell Jrs, with said Vegeta having previously stomped Semi-Perfect Cell.
Shin is said to be “dimensions apart” from that Piccolo and yet is still weaker than Gohan, who became considerably stronger after training with the Z Sword and still couldn’t destroy regular Katchin. Kachi Katchin is even tougher and Caway managed to crater it, but Roshi still could casually stop her attacks with just a pinch.
Same sorta applies to Ganos, who even prior to transforming, destroyed a large section of it but was still getting tossed around by Roshi (Granted this guy transformed IS stronger than Roshi, clearly not to a massive degree though since Roshi was able to down him without any special techniques).

TL;DR:
Imperfect Cell >>> Android 17/18 >> SSJ Vegeta >= SSJ Trunks >> Mecha Frieza > SSJ Namek Goku = 3.4 ExaFoe
Roshi >> Caway (who can destroy) Kachi Katchin > Katchin > Post-Z Sword Training Gohan > Beginning of Buu Saga Gohan > Shin > Piccolo =< Cell Jrs >= Post-RoSaT Vegeta and Trunks >> Semi-Perfect Cell = Imperfect Cell + Android 17 > 6.8 ExaFoe
> = Defeated/Just vaguely stronger
>> = Stomps
>>> = One-shots/No-sells
Btw, Gerson can do unavoidable danmaku
Won't be able to do so here, only reason he could do so to Susie was cause he was just that much faster than her.
