Skill debate whatever but even in the case that Mori Jin is more skilled, Garou has means of overcoming that via his portals, AoE attacks, and potentially time travel.

Also has the AP advantage, can copy practically anything Mori does, and has ridiculously good RE.

Yeah this Mori has at least 5 layers. Garou is affected for sure but he's not getting incapped by this alone due to supernatural willpower.

That aside like I said, Mori just seals Garou with the gourd.

Idk if I'd say "very" but he does do so. For example he sneaked it in the air to enlarge on Okhwangs head

Or when he hid it behind Okhwang and then used it to cut away his escape/dodge path at last moment.

(technically these are his clone but yk, same shit kidna. Mori himself does similar stuff)

So regarding the fear thingy here's a few notes.
1. Layers don't necessarily imply higher magnitude, just higher ability to pass through resistances. Fear manipulation could have 500 layers of potency and still only have the magnitude of a fnaf jumpscare and it could have 0 layers and magnitude capable of instantly killing a person. So layering here only means Garou gets affected by the hax, not how well he can take it.

2. Garou has pretty crazy willpower so he should most likely be capable of withstanding it without getting KOed or incapped in some other way by it. It'd still be a pretty notable mental nerf but not a "gg you lose" tier nerf
