Some additional statements from behind the scenes of Jedi Survivor detailing how Cere Junda compares to Darth Vader:

The lead writer directly states that Cere is a formidable opponent to Vader without her fear holding her back.

According to the senior combat designer, Vader wasn't fighting seriously at first, but later in the duel, he starts wielding his lightsaber with both hands to reflect that he's now being serious.

The design director discusses how much Vader gets thrashed to show Cere's power, though Vader just keeps getting up from it.

Another writer statement on the subject:

“The embodiment of this fight isn’t, will Cere defeat Vader, it’s will Cere become a Jedi Master who will live and die on her own terms”

So the Jedi Survivor scaling chains are looking like:

Vader (9 BBY)>Cere>Cal

Dagan>Cal=Bode>Rayvis>average High Republic Jedi

Random extra fact: The Ninth Sister was one of the deadliest warriors in the Inquisitorious by the time of the game, though was still soundly defeated by Cal.

I don't quite agree with Luke being High 8-C because with the context around the durability feat, it's not clear if he actually was engulfed by the explosion or by the epicenter:

Going on a tangent: today I have FINALLY ended reading all the material Hagane brought me. Counting magazine issues, comic issues, guides and books I have read more than 120 pieces of media, either where he was a protagonist, deuteragonist, supporting character, or barely mentioned once in a 50-chapter-book.

May I never read any Star Wars Insider complete issue again or read any of those boring ass High Republic books. I feel like I have achieved a personal victory and I thank all of you a lot for the help of acquiring and comprehending that material.

Luke has a High 8-C key (Post A New Hope - Star Wars (Marvel 2015) comics), I'm saying I don't agree with it.

As for High 6-A, while Vader definitely scales to here, I'm not sure for Luke since he did get into his ship and start flying away
