He can only do that when near huge sources of water. They start from within the city here, so even thought he can create huge waves, it would take him a while for him to flood the city. Also, Kai can create enough molten magma to chase a snake throught an entire mine, so he burn Aquaman throught it since it also has resist neg as it comes from his elemental power

He'll def hear the waves coming and he can use RDT to fly away into the roofs of the buildings, and he can also shoot fireballs at Arthur to keep him from trying to slice him
Similar to the reply above, not only can Kai see him coming when he comes crashing down but Kai can reverse time and find a way to counter (like by shooting Fire at him)
If the fight takes place in the city, than there must be a bunch of fire hydrant around the city which Arthur could use to pull his water powers

There's no way he'll be able to throw a tsunami like attack with this little amount of water. Kai can jump high enough to reach a building with Spinjitzu, so he could essentially jump over it
Kai could just throw bigger attacks and still flame him alive
Oh and technically Kai can de-age Arthur by striking him with the blade but its not gonna be easy considering the AP gap

He would need to impale himself and use a big quantity of blood, which overtime is bad for himself

Problem is that Kai can attack faster + he cannot huge gigantic tidal waves of water due to needing a water source + being in the middle of a city
He cannot wisthand Resist neg to Fire, so he gets burned to death
