Passive Causality Manipulation
When an enemy attempts to attack GER/Giorno, their movements are reset to zero.
This is simply because GER affects causality (specifically, effect/cause), and does so passively, as it depends solely on the opponent's movements.here

King Crimson possesses Type 4 Acausality:

GER has bypass, and is supposed to resist causality manipulation. This qualifies it as 1 layer of passive causality manipulation.Here

no basis for that
The basis for this is that GER depended solely on the movements of the King Crimson stand. When the Diavolo stand wanted to strike Giorno, GER immediately canceled the attack, so it obviously depends on the opponent.
