Noir: 0.02 Tons compared to Vigils 0.03 Tons. Roughly 1.5x advantage for Vigil.
Noir has class 10 LS compared to Vigils Class 1.
Skill? I'll give it to Noir. Defeated Kimiko despite her having Immo 3 and Low-Mid regen and also fighting Starlight. Vigilante was able to tag Judomaster (although got shitslammed afterward) so he's not that far behind.
Survivability I'll give it to noir by a longshot. Can survive much deadlier injuries than Vigilante by a mile.
Overall, I'm giving it to Noir. He's more skilled than Vigilante and has higher LS which would make a grab NOT be pretty for Vigilante. That's not to say they'd duke it out like hell tho.

I think Vigilante is just as skilled as Noir, he can keep up with Peacemaker and let's remember that the latter also had trouble with Judomaster even though Peacemaker is a fighter capable of killing someone with one hit and is an incredibly skilled marksman in his verse. Although Noir's advantage is not due to skill, but due to his superhuman resistance and LS, so Noir should only take this with high diff. Voting Noir
