She doesn't give any exceptions, though to be honest I feel like we can make the argument there's obvious levels to the power of angels, as obviously Cherubs aren't at the same level as Lucifer, but you aren't really giving us much room to argue when you outright just say "angels have dominion over demons." with absolutely no elaboration.

Did you like expect them to start the fight by just absolutely annihilating all of Hell? Kind of defeats the whole purpose of just keeping Demons in line and making them less populated, not to mention the seemingly targeted something no one lives in or around, so it seems to act like more of a warning-shot or something to get their attention.
