Cinner is a lot more skilled than homelander, along with seemingly being used to dealing with opponents on his own level, and it's pretty likely that Homelanders heat vision won't accomplish much either. The AP difference also isn't so huge to the point where Cinner couldn't undo any progress his opponent makes through regen, which in and of itself probably won't be needed anyway since Cinner has way more acrobatics feats than him on top of being better at fighting.

The best I can see for Homelander is being able to burn someone who can tank 6332 F flames. Blue light should be 5000 K/8540 F minimum. It would definitely take more than one hit for that to kill him, especially with his regeneration. Plus I don’t think Homelander has experience fighting someone who’s half as good at dodging as Cinner is.
