The Aethyr/Warp from Warhammer

Hello friends,

As someone not exactly an expert in tier 1,

I humbly request any input as to if these scans/statements could potentially qualify for High 1-A

Here the Warp is described as

"A state where absolutely everything (conceivable and otherwise) is possible but not necessarily probable. Possibility and potential are key parts of reality, woven into every single aspect of the mortal Plane, from the smallest to the largest, from the inanimate to the animate, and from that which cannot be detected by the senses to that which can. For indeed, the words "possibility" and "Potential" are used to describe something otherwise immeasureable- weather that's because the things they stand for lack any dimension or existence on their own to measure or weather it's because they are truly infinite and therefore beyond all measure"

and here the language of the Old Ones is described as

"That is they catalogud every single thing, state, and process within the mortal universe, and almost every single thing, state and process that was possible through and in the Aethyr"

and that there is a prime language even more all encompassing which the Old Ones language descended from that

"Has a word or phrase to express every single concept and possibility, and every combination of concepts and possibility that exist within creation without regard for temporality"

I believe these statements would be applicable to this section of the tiering system page but again I'm not surely sure.

The apex of this tier, represented also by a "+" modifier in their Attack Potency section (High Outerverse level+), corresponds to characters whose power encompasses meta-qualities, meta-meta-qualities, and any and all conceivable extensions of this process, being on a which in which their power influences the space of all logically possible worlds ("Logical space," where the laws governing it are the three laws of thought), being characters who either have the ability to actualize arbitrarily large worlds, or embody the framework of such worlds itself.
 
I'm not really seeing how this would be High Outer or High Outer+. The first scan with the lack of Dimensions could help with 1-A but I don't see anything higher.
Which part? What makes it not qualify for the 'encompasses all worlds and possibilities' requirement?
 
Encompassing all worlds and possibilities doesn't say anything about it transcending the framework for what is Outerversal to begin with. At best that sounds like some Omnipresence or range feat for encompassing everything.

Oh I see the issue. Well the 'Aethyr' is the pre conditions for the structure of the Warp, sort of like a 'prima materia' from which all other substances take form. The Warp having no specific geography and being 1-A.
 
That sounds like the Aethyr itself would also be 1-A then, it being the basis of a 1-A realm doesn’t make it High 1-A as nothing about it transcends the entire framework of 1-A.
