So... why they janitors are stated to be 9-C if they are atleth level? lol
anyway I don't see what angel can do here other then being beaten up

That's a good point. A lot of Hotline Miami characters that have profiles are featless, so they just scale the Janitors to the henchmen (Hence 9-C)
