Beelzebub would have the advantage up close against Quagmire. But with the speed advantage, I could see Quagmire avoiding her attacks and using his pistol to deal damage, though it might take multiple shots. Plus he has the lifting strength to not restrained by her flies. His Social Influencing might also help.
