Umm, to be honest, I’d prefer Goo to be rated as Likely High 8-C, since he’s one of the top-tier characters in the series. Even without using weapons, he was able to injure No.1, who is stated to be as strong as Tom Lee. Goo was also able to deal damage to Gun barehanded

Agree with most of it except this. This just isn't true, he literally is hit so hard by UI Daniel that he is knocked out of both TUI and UI. Only then does he exploit the weakness and actually win.

In terms of physical strength, Gun is superior to Daniel Park UI, as shown in the scan I included. It was emphasized twice that Gun truly has greater strength than Daniel UI. While Gun holds the advantage in raw power, Daniel has the upper hand when it comes to technique

Not sure how I feel about all the circular scaling (Ex: Tom Lee scales off Goo Kim, Goo Kim scales off Tom Lee). Also, I'm assuming this is referring to AP and Durability, since speeds don't need to be equal to fight one another.

Jinyoung Park was able to fight Daniel Park UI, as I’ve already explained. Tom Lee was also able to fight Jinyoung Park, and Goo Kim fought Tom Lee as well. Therefore, scaling should be applicable
That's right. I'm thinking of upgrading their AP and durability
