Michael's advantages:

• Scales to 695 J while Norman is only 375 J which is a 1.85333333333x difference, though its not by much
• Stronger physically, going on the high-end of Peak Human while Norman is baseline Peak Human
• More skilled either physically or with weapons than is Norman
• If its out of sight, Michael seems much more better at stealth
• Has better stamina and Pain tolerance
• Has powers like Immortality Type 2, Empowerment and things like that which makes it more difficult

Norman's advantages:

• Smaller and probably more agile
• If its out of sight, he he has more knowledge over his surroundings (Considering that he regularly works at the Bates Motel)

I'm not really sure how Norman is supposed to win against Michael, so I think he should have the Win here

Seems like Michael has Norman outclassed for all the reasons listed above. I'm not sure what Norman can even do to bring Michael down.
