From what I know, the skill is somewhat relative, Bucky's probably better in using his environment though. Maki's got the skill to win and the ap is negligible enough I can see her cutting his bionic arm off after several hits. Knowing how Bucky fights though, grappling is gonna be where he probably does her in due to the LS gap. So if she can stay out of grabbing distance or deflect his attempts I can see her winning.

The skill isn't close like at all. Maki is skilled but Bucky has decades worth of combat experience due to Hydra on top of his own experience as a soldier in the army before he even became Hydra's puppet. Maybe Maki is better at using weapons but close combat, acrobatics, environmental shenanigans and all that goes to Bucky very easily. The AP is also a pretty huge gap when there isn't much variance in abilities. How is she gonna stay out of grabbing distance exactly? She has no options besides CQC, bucky is the one with the privilege to decide whether he wants go long range or close range.
Bucky has the AP, LS, Skill, and Range advantage. The only advantage Maki has is her weapons which shouldn't pose much of a threat to bucky given he's dealt with similar stuff before. He also has low regen, wouldn't do much but its another advantage

More time doesn't equal better skill. If she's better at weapons, which I somewhat agree, then he's gonna have a harder time skill wise getting in close. On acrobatics I agree, that's why I said he's better in using his environment. Yeah the ap is huge when she's swinging a sword or her polearm around that's gonna do more damage than his punches or kicks. She's good in close range combat with weapons and mostly engaged in it, seeing he's got knives and pistols, she can play it right and avoid his attempts by deflecting them with her weapons. And while he has the LS advantage, I don't remember a single time he used it to squeeze a person to death or rip them apart except for Ironman's arc reactor but I'm prob forgetting something.

Generally, it does. And he has also displayed far better skill feats than Maki if you want to go that route as well. It isn't like Maki has some high level skill feats that we can use to say overrides Bucky's far superior experience. It's not quality, but quantity too since he was literally made to be a super soldier by Hydra, his skill is on par with the most skilled men on the planet x 10. No they won't. The AP gap is nearly 3x. The weapons will not close that gap, where'd you get that from? Her best CQC feat is bullying Miwa who doesn't have any skill feat and is also inferior statwise. Bucky has experience fighting against characters such as Black panther and captain america. Did you also take into account that his vibranium arm has moon level durability meaning its nigh impossible for her to deal any meaningful damage considering she has no AoE or omni directional attacks and bucky can just deflect anything she throws at him with the arm.
He has used his LS to tear apart falcon's wings and choke black panther.

Yeah I agree, she wouldn't override but should be a decent fight.
What are some of his best feats skill wise? And I'm assuming on the planet is some statement? Yeah swords strike on a smaller surface delivering more power in a smaller area than a punch. 3x isn't a lot. It's likely lower given she's considered above others.
This is only Bionic arm not Vibranium arm, I forgot to specify that.

Theoretically you could get the AP required to cut through him. You'd need to find how much energy over a certain surface area he can take. Generally I think that's going to be a fist. Then you get the surface area of Maki's blade. Divide the SA of a fist by the SA of her blade, and multiply the result by the value Bucky scales to. That'd show you how much energy it'd take to cut through him.

Doesn't the black sword belong to Megumi? She'll have to get it as optional equipment or something. What stops Bucky from hiding and ambushing her?

Bucky isn't gonna have too much trouble then. That along with his AP, LS, and experience advantages should give him an easy win.

Maybe give her the Dragon Bone blade? Could help her close the AP gap a bit and she can potentially catch him off guard with the force eject. He'll still win of course.
