Baraggan ressurection revision

This is an old school revision. Baraggan's fundamental ability revolves around localized time manipulation which has different effect as mentioned in his profile. https://vsbattles.fandom.com/wiki/Baraggan_Louisenbairn
He can slow down time and should be able to fast forward it even though both might have different application.
What I am proposing is him aging something comes from accelerating the target's time.
We can list it like that Age manipulation through rapid time acceleration.

It's already accepted that he is aging people through his Time Manipulation. I guess it could be made more explicit, but I think it's pretty explicit as is, if one were to sit down and read the justifications.

It's literally stated in his justification he slows time around him (indexed as Time Dilation) to enable him to dodge faster attacks, and that his Arrogante is tied to this, enabling him to speed up a targets age.
