I believe CFYOW give some insight to Kūkaku's real strength.

Specifically:

Kukaku’s voice alone caused Grimmjow, Luppi to stop arguing. Hallibel even remarked that she could sense Kukaku’s strength just from her voice, calling her "strong", and Neliel agreed with her. So Kukaku is acknowledged as strong by both Hallibel and Neliel, and was able to stop Grimmjow and Luppi with voice alone.
Ginjo and the Quincies who already knew her, also was subdue by her voice.

This isn’t strange, considering that Kukaku has no anti-feats and has always been portrayed as superior to everyone she interacted with. Additionally, this is supported by the same novel, Kukaku is the head of one of the Four Great Noble Houses, which are explicitly stated to possess spiritual pressure on a higher level than normal Soul Reapers.

She may not be as strong as Yoruichi or Byakuya currently, but I think this should be enough to add a “likely Multi-Continent level” rating to her profile with CFYOW key, by scaling to the Espada or Quincies, since she was acknowledged as strong and was able to subdue them just by exerting her spiritual pressure through her voice.

If there are other solutions available, that’s fine too, but these scans can definitely be used to improve the indexing of her profile.

I don't agree with this. According to the argument used in this CRT, we should have said Kukaku>Pre Hogyoku Aizen. When Aizen told Grimmjow to sit down, Grimmjow tried to leave without paying attention. Later, Aizen shook Grimmjow with his reiatsu. Kukaku shouldn't be promoted just because Grimmjow and Luppi stopped fighting.

Halibel and Nel calling him strong doesn't change anything either. Halibel also calls Toshiro strong, but they weren't in the same tier when they fought. Lisa also said 'you are strong', but I can't remember exactly.

There is a phrase for Base Shunsui that "when he entered the room, everyone in the room felt like they were under a sea of reiatsu". But it can be said that Grimmjow is at least stronger than Base Shunsui.

In the same novel, Grimmjow also wanted to fight against Kenpachi.

In the anime, Askin stopped Jugram.

In short, intervening in the start of the war≠AP

That’s a false equivalence. Aizen, when talking to Grimmjow, never used his reiatsu in the same way Kukaku did as explicitly stated. He only used Reiatsu after, and stop him as well. Also, there’s a clear logical fallacy in your second statement, what you’re arguing doesn’t actually support your conclusion. Both Aizen and Kukaku stopped Grimmjow with reiatsu.

Toshiro is indeed strong, Hallibel lost to him beside that, if you don’t clearly remember the context, then maybe it’s best not to use that argument. The situations are not the same, and the context matters.

For example, neither Hallibel nor Grimmjow would have stayed silent and listened if Toshiro had tried to threaten them. What you’re doing is taking isolated cases of statement of "strong" and ignoring the full context of the situation.

Also, Grimmjow was actually holding his own against base Ginjo to an extent, so I’m not sure what point you’re trying to make there.

Honestly, I can’t fully understand the point of your last few statements, they don’t seem to directly respond to anything I originally said.
