Like previously stated, Makima automatically views anyone as inferior to her unless given a reason otherwise. There's no reason for her to give Uta a chance. I'm also voting Makima FRA

She sees humans the same way a human sees dogs. No matter how smart or lovable a dog is, you won't ever view it as superior to you, as it's a "lower" life-form.

So if someone was visibly inhuman, like Kaido, it'd probably make conquest less likely to work off the bat.
