There is a dimension outside the Universes (there is a guide stating that it is outside the Universes), this dimension contains countless galaxies shown in the background and stars, could this dimension be the size of the Universe because it is a dimension that contains countless galaxies and stars?

If you can show different galaxies or clusters of galaxies, the pocket dimension is assumed to be large enough to warrant a Low 2-C rating.

Though you would need to prove that its spatially separated from the rest of the universe, or else it's just vaguely 3-B to 3-A.

That would be enough

According to @Executor_N0 this dimension is outside the space of the 12 Universes

Would that be enough to be considered low 2-C or 3-A at best?
