Mona and Bill have the advantage of going on the offensive by being the first to attack, but the Ghostface have advantages in LS, AP, Stamina, Intelligence, and even Skill. Literally, if they don't manage to attack a vital point and hit the Ghostface, they will be overwhelmed. Billy and Stu FRA.

Bill would more than likely charge both of them at first based off what we saw in HELL. If either Billy or Stu have a gun on them he's dead immediately, obviously, but would they be able to react fast enough to physically overpower him?

I don't see speed feats in the profiles of the painters, but I believe that Billy and Stu could react without much trouble. Besides, as I said, it's practically only necessary to have one hit and one movement for them to take this
 
Billy Loomis & Stu Macher VS Mona Lanius & Bill Collins.

Both are 9-C. Fight takes place inside Stu's house. Mona and Bill are attempting to break in and kill them both, completely random encounter for Billy and Stu. Mona and Bill have already been stalking them both for about 3 days, and therefore have that much prep time. 2v2, obviously.

Assuming that Mona and Bill are prepared, but aren't catching Billy and Stu completely off guard (like catching them asleep or something), I'd probably give it to the scream duo. A lot of the painters' feats are based on things that we don't really have time estimates on. Sure they could break/take-off limbs, but a lot of that was done in an indeterminate amount of time or with weapons. The Ghostface duo just straight up have hands, as well as more definitive feats and hax.

Also, I hate those painter mfs, so I want to see them defeated.
