"I possess no desires or needs of my own. However, I must reveal to you a prophecy."

That too unclearly, it need more context. From what I see here, mostly answer is no.

Yeah... this is some good undifferentiatedness. "Present" would be existing and "Absent" would be nothing, or fiction. If he lacks those distinctions, it's either gonna be by encompassing them and being superior to them, or existing as neither of them.

The first type is 1-A minimum.... the second, I'm not so sure, but I think it's not any particular tier qualifier.

What is "INSOM"? How do they encounter the guy via that?

Hmm, so the "encounter me" is referring to encountering the character's manifested form, I assume?

Normally, the first part would indicate some form of inferiority, but given that he can see all of time "at once", I'm inclined to think it's some superiority instead.

Seems more like a higher ontological transcendence via lacking distinction to me, tbf.

I feel like to even exist in such a realm, you'll need some kind of nondual-ness.

Complete Omnipresence, not Nigh. The "present or absent. Such distinctions are meaningless.", the nature of lacking distinctions, is considered quite big in the current tiering system.
Lacking distinction between time and space is 1-A, while lacking the same thing between reality and unreality is High 1-A.
4. What basic abilities would Logimon and entities scaling to the Parlor likely possess?
Depends on how they "scale" to both of them, since the scaling can either be a disqualifier for Logimon's and Parlor's rating, or it can be a huge boost of them.
5. Does the nature of the Parlor, being between reality and dreams, between truth and lies, imply unique metaphysical properties for entities within it?
Under the current standards, something real[superior] cannot exist in fiction[inferior], so we can cross out those options. After that, what we are left with is a kind of nonduality.
Tho the "room having boundaries" needs to be addressed.

The dude also calls the same thing as timeless:

So I think it's more of a "it encompasses both linear and non-linear time" rather then it possessing time.

No, it seems more of a "It's of that nature" than "it has that ability".
