(limited) Plot manipulation for the follow characters

Limited plot manipulation for all of the members of the dark assembly (They can forcibly change the protagonist of a game), with it also causing an instant game over, and forcing a new game cycle. This is consistent with all of the other times Axel has stolen the protagonist position.

And limited Plot manipulation for Laharl (He was able to forcibly change the game, into a short anime. This is supported with the characters making remarks about "how all the budget of the game went into that)

I agree with the Laharl plot manip

I don’t think it makes much sense to give out powers for DA bills (unless someone makes a civ profile), since I don’t remember there being an explanation of how they’re accomplished beyond passing the bill. So we have no way of knowing if it’s possible outside of the DA, needs the powers of all the senators, requires prep or equipment, can affect characters other than the 6 who can pass the bill, etc.

I wouldn’t mind a possibly rating. Do you think it should be added to the characters who can suggest the bill, or just the senators who can pass it? I don’t think any of the species in Disgaea 2’s DA have profiles, so the only senator affected would be Adell.
