Pan'ghor can shake the entire world

Yeah, I know, "trembles the earth" is not enough, But Summoners War is a Korean game, made by a Korean company (Com2uS), so lets see the Korean description.

I mean, earth in the second quote heavily implies earth as in the ground; not earth as in the planet. However, if the first quote is saying that the whole planet did indeed shake, I see no reason as to why that would be wrong.

Though it does just bring up whether that’s a massive outlier for the verse or not. It seems they are their current tier for 1 feat too, so it’s not like that would be a hard limiter there. But, is there any reason the crap ton of low tier feats don’t actually effect the bosses. I find it strange literally all the playable characters are for some reason a multitude of tiers beneath the bosses, implying that they somehow don’t scale to any of them. I get they are like raid bosses, but we scale raid bosses to characters all the time (like WoW and Destiny). If nobody in the raid is actually strong enough to hurt the bosses, then it won’t matter how many you throw at them.

Well, in the Summoners War Chronicles, one of the main characters can summon a meteor and use it to attack, and the polar queen have mentions of being able to create storms.

The bosses being "superior to the monsters", is more like a problem of I not being able to make a concrete scale. The scale will be something like that:

Monsters < Monsters with runas =< Bosses < "God tier bosses"

While Pan'ghor, it is said directly in the game that all summoners are fighting to take it down, and it is always shown as a superior figure to everyone, so for now no one would scale to it, since 60 monsters attacking at the same time, it does not decrease even 1 percent of it's life
 
But, with life like that, it’s usually a gameplay mechanic. I can think of many games designed around dps or team damage to win. In story you’re supposed to win, if literally nobody in your team can actually damage even a single boss in the game how would the story actually progress at all in verse.

Though if Pan'ghor is specifically stated to be stronger than everyone else. Than that both means, yeah nobody would scale to him, and that it can’t be an outlier specifically because nobody else scales to him.

I’m completely on board with the feat if that is the case.

That's where the problem comes in, since in animations and in the story mode the monsters are shown facing and defeating the bosses, so much so that there were two cases where a monster fought a boss in 1v1 and won.

Simply put, it's hard to say if it's PIS or not, since one hour the monsters comparable to the bosses are shown and the next, the bosses easily defeating the monsters.
 
I feel like that absolutely should a possibly then on the non bosses profiles.

Like:

8-A, possibly 7-B (or low 6-B if this goes through): Can perform this feat (link to whatever the 8-As scale to), have been stated and shown to defeat monsters this powerful (linking to bosses) before, but other times are stated to be vastly inferior and need massive teams to win)

I don’t think it’s inconsistent enough to say the idea of the scaling shouldn’t even be amused.
