Giving my cents on this. Discord obviously has the higher AP but he's going to have to get creative to get around Mask's regen and immortality. Mask is always using his hax though, and one of his starting moves is the Cuban Pete mindhax. Mindhax has been a wincon for Discord's matchups before so, I think he can get away with the win here.
