yes, that's how I knew it, but I saw a staff who said it wasn't. so i wasn't sure.
 
You need immeasurable speed in order to beat passives.
But if a non-immeasurable character ends up beating an immeasurable character via passives, the match won’t be added because in a normal match (aka where speed is not equal), the immeasurable character would blitz the passives. That is probably the confusion.

I saw a mod that says passives=infinite speed so I'm confused.
 
Passives are instant and if you're in their range they affect you in zero time. This means beings with Infinite Speed, who can move in zero seconds, can be affected by them.

That's why Immeasurable Speed is required.
 
immeasurable speed isn't really needed, if you are faster than someone who has infinite speed you can still beat passives even though you are not immeasurable by default
 
since I have many doubts for a skill to be passive, what are the requirements for them to be passive?

Such a skill that is passive , turn off by itself, and passes to others is passive?

In Bleach it is mentioned that when yhwach sleeps his ability suffers interference (I think it turns off, he didn't explain it very well), it can also be passed on to third parties.
