But the multiverse in itself is made and managed by Pokémon, of which their essence comes from the plates. Even the abstract entities in the verse

The scan you posted says Pokemon share the power of the plates. It doesn't say that pokemon's powers come from the plates.

Yes, the Typings. That's what they are. The Plates do not necessarily hold the movesets, it's just the Typings. The Plates is holds the essence of the powers that is used within the multiverse

Which is why humans inventions which is outside the influence of Arceus or his plates can be born, each with their own unique phhysiologies and sometimes powers and abilities

To summarize. Arceus imposes the Concept of Fire. Then the multiverse will find a way to breed new fire species around that type
