Is the imperium of man without the god emperor of mankind, superior to humanity during the height of their power in the golden/dark age of technology?

No. Its called the golden age of humanity for a reason. Most of the Imperium tech is tech from that era repurposed. Terminator armour is just plasma suits from that era.

So basically humanity in the past even without psykers or primarchs or spacemarines are superior to the imperium of man?

Interesting. What tier would they be?
Emps belonged to a special group that lived during the Dark Age of Mankind which was basically a group of Petpetuals that where all extremely powerful (not as strong as him though) but in general their low tier tech was powerful/smart enough to completely wipe them out and they started to literally consume the data of reality itself.

Basically, could dwarf the warp gods in power?

No not at all. The Men of Iron started to 'take bites out of the warp' but where eventually defeated by the Dark Age of Mankind but they vowed to never use AI again and regressed to the state of the Imperium currently.

So where would they stand above and below?

The Dark Age of Mankind is likely comparable to the peak of the Eldar Civilisation. They could casually destroy suns/re-arrange solar systems.

They are just a hyper-advanced version of the Imperium that actively uses AI.

I see. So they currently just max out above 4A but below tier 1 Gods?

i wouldn`t be so sure. Peak eldar fought with the necrons and ctan. That age of mankind would be more like the tau from the eldar view. A young upstart race
