Universe level+, possibly higher (His blows altered the space-time of the Universe he and The Watcher were fighting in. Fought and eventually overpowered The Watcher, who was stated by Doctor Strange Supreme to be able to fix the collapse of a timeline. WoG states that Ultron is legitimately punching through Universes across the Multiverse and turning them into one "Messy Universe Soup". Stated to be able to destroy galaxies with a thought. Can harm The Watcher, who withstood being attacked by Ultron at this size. Casually destroyed multiple planets at once. Stated to have wiped out all life in the Universe in an unknown time frame)

Also no, there is nothing about "retconning" with regards to Ultron's feat. WoG states it clearly he was turning the universes into "one messy soup" with the force of his blows. This goes far beyond a typical "retcon punch". I am inclined to agree with Dalesean on this.

Also, you don't need to straight-up destroy a space-time continuum to scale to Low 2-C. Refer to our Tiering System here:
Characters who are capable of significantly affecting[1], creating and/or destroying an area of space that is qualitatively larger than an infinitely-sized 3-dimensional space. Common fictional examples of spaces representing such sizes are space-time continuums (the entire past, present and future of 3-dimensional space) of a universal scale. However, it can be more generally fulfilled by any 4-dimensional space that is either:
A) Equivalent to a large extra dimensional space. That is, a higher-dimensional "bulk" space which embeds lower-dimensional ones (Such as our universe) as subsets of itself, whose dimensions are not microscopic / compactified.
B) Portrayed as completely transcending lower-dimensional objects and spaces in the setting of a given work of fiction.
