Does Saitama get stronger bye doing nothing or does he have to fight stronger being to get stronger

May i ask on what basis did u asked this ?
The audiobook One made had Genos and the S-Class heroes fighting simulated versions of monsters and themselves.
Saitama defeated a past version of himself with one punch. As such, many people believe that he gets a lot stronger every day.

As stated before Saitama thinks he can't get any stronger, in more context, this is because he's so strong he has nothing to learn from anybody. This kind of debunks that idea, since Saitama thinks he still needs to fight comparable entities to get stronger.

In regards to the simulation, well Saitama didn't think it was reliable and the VGS had a lot of problems with it, like having weird interactions with Metal Bat's and Zombieman's special abilities. Genos honestly thought Zombieman's biology was too weird for VGS to accurately reflect him, for example. It probably just didn't take Saitama's broken limiter into the equation when copying his power.

Unless this gets contradicted in the manga, it's probably a no for me.

you need to exert and push yourself to get stronger, so if Saitama is already the strongest in the world and nothing is a challenge for him, logically he can't really improve any further

During the 3 year training gap yes, but that was one of the things established fairly early in the series is that Saitama got so strong, that he completely stopped feeling tears in his muscles. The whole, "He got so strong, he one-shots himself from yesterday" pretty much stopped happening when he overcame every limit in his surrounding environment. That's the entire plot of his character arc is that all he wants more than anything is to feel the thrill of battle by at the very least feeling a single tear in his muscle.

Yeah, Saitama is kind of like an anti-Samson; where his superhuman strength comes from his long hair being his Achilles Heel. In Saitama's case, it's theorized that his bald head does the opposite and would revert back if he had a single hair naturally grow back. And it's another cliche of fictional verses taking myths literally since normally having a strong healthy scalp should actually cause your hair to grow faster; as balding is actually caused by having a damaged, vulnerably, or unhealthy scalp.

But regardless, it is still about right that he already reached his peak.

Unless someone like, idk, God, eventually poses a threat to him and forces him to exert more power which pushes him to improve (which he won't lol), then I think the answer is No
