Why isn't future Zamasu and everyone who scales Low 2-C? Shouldn't he just scale to IZ? There's nothing that proves that he got over infinitely stronger by becoming the universe, super saiyan Trunks, base Goku, and base Vegeta were able to hold off his blasts for a little. It's not like Goku, Vegeta, and Trunks were at full power and said they couldn't do anything, Goku even said that if he had a senzu bean he could try something
 
It's not a particularly good practice to downscale and this was before they did the Tier 2 feat.
 
This is a good point, I never thought about this. But it's probably not viable scaling to scale like that since the only reason zamasu got the tier is because he became the universe, so it wouldn't make sense to downscale and act like the characters where always that strong. At least that's how I see it.
 
Yeah, also saying "There's not proof he got infinitely stronger" isn't particularly a good argument; a there are characters have jumped from Tier 9 to Tier 1 just from relatively basic levels of strength training. It's just a typical trope for RPG and Shonen style characters. Honestly, it's the weaker forms being anywhere near as strong as his final form is requires the most evidence of them all.
 
Ok I get it so even though there's no reason for him to have gotten stronger by being cut down, since it's a different form of him and he performed this feat that no one else has, his previous forms don't scale
 
Yes, i think it's safer to assume no one else scales to him. It would be too confusing and it's consistent as it is now.
 
Alternatively, this could prove that Zamasu always had the potential and by becoming ethereal, he had the range to merge with time.
