Not really, the statement above doesn't imply a qualitative superiority in existential status, so no, it is not High 1-B.
Likewise, trivializing the lower dimensions as insignificant, nonexistent (0), flat, et cetera, are basically how the higher dimensions treat the lower dimensions in general (assuming they aren't compactified). Because higher dimensions have additional dimensions that the lower dimensions do not have, which extends the lower dimensions into more uncountably infinite amount. For example: length is made from uncountaby infinite points being lined up.
But as Ultima wrote in the
Tiering System FAQ, having an uncountably infinitely larger volume (as a higher-dimension object) doesn't translate as uncountably infinitely stronger power-wise, either. Because mass (which is the thing that is relevant to power scaling, see KE or PE) is entirely a separated quantity from the object's inherent spatial dimensions. Higher-dimensional beings can be both weaker and stronger than the lower dimensions, and it does make sense.
So it is just
Higher-Dimensional Existence in infinite-dimensional level. Not something Tier 1 or whatnot.
