Henry Cooldown vs Mark Surge

NMH2 Henry's pretty tough, if he gets a good dodge he can blitz Mark. He's also got a very overwhelming fighting style (Profile says he's teleporting but I think he's just moving really fast by looking at the animations again, I gotta remove that) and even a bit of ranged attacks. There's also blah blah skill scaling to Travis, I can get into that if you want.

What's Mark's deal?
 
Assuming Henry's ranged attacks are energy-based projectiles, Surge has a shield that is said to block even the most powerful of energy-based attacks.

Plus he's just generally really good at dodging around projectiles.

As for up close, he's had some experience with enemies that try to overwhelm and lay into him right up in his face, in which case he dodges and blocks until there's an opening. His ranged weaponry consists of a plasma cannon in this key and his melee weapon is an electric blade that paralyzes those hit by it.

Usually in-character he likes to avoid prolonged fights, so he'd start by throwing his Hero Cuffs, which home-in on his opponent, adjusting themselves to fit the target's arms, and immediately drain their strength if they're able to successfully attach themselves.

Henry's projectiles are lightly homing but fair enough. Generally Henry prefers close range anyway, and when he dashes away sometimes it's to perform a powerful sliding attack.
As for up close, he's had some experience with enemies that try to overwhelm and lay into him right up in his face, in which case he dodges and blocks until there's an opening.
Henry moves much quicker than the guy in that video- not necessarily saying he's better but blocking's gonna be difficult when Henry's zipping around you and performing guard-break attacks.

I mean, Henry's blade cuts those hit by it so I think that's more advantageous lol. Beam Katanas can block energy blasts btw.

Henry should be able to cut those down semi-reliably I think
 
Cutting simply damages him, electricity-induced paralysis both damages him and leaves him open to being waled on. So I'd argue that's more advantageous.
Eh, depends how much damage the paralysis does- Henry or Travis can cleanly cut through people equal to him so he'll slice through Surge without resistance if he lands a hit.
The cuffs are pretty aggressive and they're also capable of dodging attacks. They're borderline sentient.
Eh, I still can't see them being that effective against someone like Henry- I mean Travis has killed thousands of people who were a bit above "bordeline sentient" and Henry is so good that the two stalemated so hard they just gave up and let the game end. There's also the fact that Henry was able to fend off several of Jasper's attack drones so small floating objects aren't new to him.
