I think it was more of directed at Darkseid existing beyond Psycho Pirates perspective. As the previous text before the zoom out stated “You really think you are outside of everything. That there IS nothing beyond your enlightened perspective.
Then we get to the zoom out of “Darkseid Is. When you combine everything it’s basically saying that “Darkseid Is” literally beyond psycho pirates perspective.

I don't think there is any contradiction here psycho pirate pretty clearly refers to where he is standing as "here" he is more so claiming that the overvoid isn't final and "outside of everything" and simply being there and observing and remembering all the crisis etc isn't the final perspective.
