What is the difference between Low 2-C and 3-A?

I mean you could just look at the tiering system/attack potency links that give a full explanation but for arguments sake

3-A: is the power/ability to destroy or create an universe with our own observable universe being the baseline.

Low 2-C: is the power/ability to destroy or create an universe plus it's space-time (this includes a timeline too).
 
The Big Bang is the explosion of a point where all the mass in the universe is compressed. Is all mass in the universe all mass in the past, present, and future?

The real Big Bang didn't just explode as popularly portrayed in fiction, it's more accurate to describe it as an expansion, which included the expansion of time as well as space.
