Mirage Mewtwo, Mewtwo, Hypno and Beeheeyem are probably the best, purely Feat-Wise (explicitly not Powerscaling Wise, unless they are directly comparable) in the Pokèmon Verse.

Beeheeyem and Hypno both manage to mind Control entire towns with their Psychic Powers. Mewtwo has planet-wide Mindhax iirc and Mirage Mewtwo is directly comparable to Hypno and Mewtwo, having both of their powers combined and more. Deoxys May have some good Mindhax, as other Psychic Types, but I don’t recall better feats off the top of my head.

Reinhard has the best 3D mindhax last time I saw, Meth is second close, Rusalka minhaxed a guy who has resistance comparable to hers or arguably better and Merc is H1A shizz going around.

-Pennywise: He has Mind manipulation which Works at the Scale of 33.000 (Mind manipulated the entire town of Derry), also, he is a Broken smurf, he has 1-A Mind/MadnessHax.

-Demon Lord Gel from Tensei Shitara Slime Datta Ken: This guy has absurd mindHax which Works on the Scale of 200.000.

-Sirius (Re:Zero): She was able to brainwash an entire city.

-Kaguya Outsutsuki: She was able to punt an entire Planet under a TP based Ilusion.
