Vegeta doesn't get stronger through damage, it's his battle spirit that makes him stronger. When Vegeta says "Damage is my fuel" he means Damage keeps him going, it revs him up, which in turn fires up his fighting spirit even the more. When his fighting spirit increases, so does his power. basically Damage is a method for UE, not a requirement
Beerus says his mind is always on destruction and that is why he has no limit, Vegeta admits to have trying to do what beerus told him but fails because he can't become his old self anymore as he didn't understand what beerus meant
Vegeta says that Beerus taught him that power derived from instinct is unbound, he latter transforms again saying his power has no limits
