So we are currently scaling a lot of original series characters to island Level for surviving BoBoiBoy's attacks and somewhat harming him but due to recent changes and a better look at the scenes, the scaling just doesn't make sense.
Bora Ra and a lot of characters scale to BoBoiBoy for no reason in the movie 1. So I am going to address this issue now:
1. Why should they not be scaled to BoBoiBoy?
=Simple, they have never shown harming BoBoiBoy or shown a feat of BoBoiBoy's caliber (BoBoiBoy was simply him). While they could possibly still scale to BoBoiBoy because they received Powers, I don't think we can just give out tiers without having at least one proper feat that would take them to such tier.
2. Why is BoBoiBoy the exception to this?
=Well, BoBoiBoy has one of the strongest abilities in the verse currently, not only that but his powers were not even whole before Ochobot gave him the upgrades.
3. Where would this put the characters?
=Look at the table below (I hate writing explainations):
Or here is an alternative, they will all scale to BoBoiBoy's second tiers and their island level feat, but BoBoiBoy solar will be small county level exclusively.
Now that that's done, let's move onto galaxy scaling chain. Everything is fine up until season two actually. Here are my proposals:

Speed: Athletic Human (BoBoiBoy has shown extreme athletic prowess, being one of the best football players in his school. BoBoiBoy is also significantly fast, being able to cross large distances in a relatively short time)
Durability: At most Country Level (could take continuous hits from Jugglenut. Even though he was in near death state, he could still survive Captain Vargoba's attacks)
Stamina: Superhuman
Lifting Strength: Class G (BoBoiBoy Earthquake could resist Ejo Jo's gravitational pull, shocking even Ejo Jo, who previously toyed with the golem and completely overpowered it)
Fang with shadow dragon should have this as well as Ejo Jo, with his powers, was able to overpower earth golem. Yaya's gravity manipulation should have this rating as well as she is the owner of gravity manipulation.
Abilities Addition:
Acid Manipulation (his pitcher plants could gobble up metallic bugs, dissolving them)
Note: Fang should have this as well because of this.
Additional justifications for Preparation: (BoBoiBoy has shown the ability to develop new abilities when exposed to new habitats, such as when he gained the power to create control Plantosaurs by being in Planet Kadruax for an extended period of time. BoBoiBoy can gain knowledge about certain topics by asking databot, either that is related to power spheres or not is unimportant as databot is able to give information on people he has never met and info on abilities that none had even a hint of. BoBoiBoy has grown a Oakuat tree, its seeds being able to unleash one's true potential. BoBoiBoy has access to invibot and many more powerspheras through TAPOPS)
Social Influencing (BoBoiBoy is a by far the most popular in his group, both kids and adults admire him. In his very first day of school, girls had already fallen for him despite his ridiculous dress up. BoBoiBoy could make Kira'na entrust her powers to him even though she was in a berserk state, later making her his friend, while she previously hated him to the core. His kindness is "blinding" to people. He can make even his enemies feel awe of his powers and skills. He could make one of the Brolangkas brother's stagger by asking the question, "but have you ever fallen in love?", giving Qually enough time to strike him from behind)
BFR (can launch his enemies far away with a his earth punch)
Limited resistance to Gas Manipulation (Could somewhat stay awake despite having inhaled Adu Du's sleeping gas)
BoBoiBoy should also have Satriantar's sword now, which gives him:
Statistics Amplification (His power increases significantly while wielding Satriantar's sword)
Enhanced Electricity Manipulation (his powers are significantly increased)
Passive Elemental Absorption (could passively absorb BoBoiBoy's powers off of him)

- Could stay conscious even after having his elemental powers absorbed all at once.
- Highly talented in manipulating the elements, even manifesting his powers without prior training, despite it being one of the most difficult powers to control.
- Fought and defeated many powerful and intelligent alien lifeforms from all across the galaxy, including holding his own against Captain Kaizo, who is a legendary space rebel and one of the most skilled individuals throughout the galaxy.
- Could contend against the likes of Kira'na in a fight, Kira'na being somewhat comparable, or superior to even Kaizo.
- Comparable to Captain Kaizo who is knowledgeable about aspects of powersphera.
- He unlocked his light elemental power by increasing his intelligence significantly.
- People like Maripos and even warmasters like Yanaari and Mas Gardu acknowledge his combat prowess and powers, and all of them have years of combat experience.
- BoBoiBoy was shown quickly adapting to Maripos' powers, even showcasing the ability to think of new techniques on the fly to counter Maripos.
- Invented an entirely new way of using the elemental powers, shocking even Retak'ka who claimed to know everything about elemental powers.
- BoBoiBoy could ride a motorbike on his first try even though he had never used one before.
- BoBoiBoy is by far the best football player in his team, being able to carry his team even though Probe had transformed into a more powerful version of himself .
- Is by far the greatest martial artist in his team, having learned martial arts not only from Hang Kasa but other from planets as well.
- Throughout his fight with Ejo Jo, BoBoiBoy surprised him on multiple occasions due to his clever planning. Ejo Jo is superior to even the likes of Adu Du as he is from a higher class, and has actual military experience.
- As seen in BoBoiBoy: The Movie, during his stay in Rintis Island, BoBoiBoy received three awards: The Hero Award, The Social Act of Courage Award and the Excellent Student Award.
- BoBoiBoy knows how to play a bass guitar and can cook decently, one could even say he is the best cook in the team based on the context provided. BoBoiBoy cyclone too can bake extremely well.
- BoBoiBoy leaf seems to have a certain level of expertise in botany as he's able to grow otherworldly plants, also having a certain level of grasp in other languages. Once, he even made a treehouse all by himself. He also seems to do poetry.
- BoBoiBoy earth once won the intergalactic cat scradle tournament.
- BoBoiBoy light is shown to be extremely smart, being able to do calculations extremely fast in his head. He even created a chemical formula that allowed him to shrink someone to minuscle size, eventually making a different chemical formula to revert them back to normal size. He overall lacks common sense, though.
- BoBoiBoy is extremely good with any weapons he comes across, even those he never used before.
- Captain Kaizo, who is a great figure in the Universe, praises BoBoiBoy's intelligence and growth, even going along with most of his plans and trusting his deduction of situations (we know why Pang is jealous of BoBoiBoy).
- Defeated Probe in their very first fight.
- Could survive eating Yaya's cookies.
- Scored surprisingly high in a test without studying.
- Defeated Fang, on multiple occasions.
- BoBoiBoy carried his team in football all by himself (mostly).
- Fought against Ejo Jo for an extended period of time, while his friends were utterly defeated by him (Yes, I wrote that out of spite).
- Unlocked three elements and their second tier in just six months of acquiring the power watch.
- Decimated Bora Ra and his gigantic black hole (ayo?).
- BoBoiBoy thunderstorm completely overwhelmed Jugglenaut, and would have defeated him if not for the power watch glitching.
- Stomped Karantular.
- Went toe to toe against Kira'na.
- Stomped all of Pak Pato's robots, including the clones of previous elemental masters who were on par with the original.
- Defeated the robot eater.
- Even before gaining Satriantar's sword, he could fight against her replica for a short time.
- Completely decimated Satriantar's replica after gaining her sword.

Bora Ra will be higher into Mountain level by scaling to Kaizo as he has fought him in the past.
For durability, he should have at most Small Country Level rating with his battle armour (he is able to barely whit stand BoBoiBoy's attacks)
All of the others will just be higher into Mountain level, by at least two times.

This is consistent as fusions were able to completely stomp Retak'ka in their very first fight.
2. Why exactly do the second tiers scale to Low 5-B?
=Simple, they are able to defeat enemies that reach that level of power. With BoBoiBoy even claiming cyclone's power was too much for him to use, even though he has utilized the powers of Supra before.
3. Does this create any controversies? Does it contradict anything in the series? Is there any feats or statements to support planetary tier?
=If we look for it good enough, we do. In the intro of BoBoiBoy galaxy, we can see the destruction of a planet. How does this relate to BoBoiBoy's stats? Well, BoBoiBoy's powers are one of the strongest ones out there by a long shot, so it wouldn't be a stretch to say that BoBoiBoy scales to this feat.
=Another supporting evidence is that Kira'na was going to declare war on the entirety of the Galaxy without even considering the fact that she could possibly lose.
This would affect only BoBoiBoy (season 2) and Kira'na (voltra power).
The AP section would look like this:
