Why is Oblivion not rated as High 1A even though most of the Marvel fans compares him to the likes of Primal Monitor and Yog sothoth ?

We only have proof of Oblivion being beyond all concepts of space and time in their entirety, not about being at the top of all conceptual metaphysical hierarchies, and just limited from being a tier 0 by the One-Above-All.
