Speed Equalized Question

I've been meaning to ask this but I always forgot to ask.

If speed is equalized dose that mean even if someone slows down their opponent with time manipulation would that actually work since speed is equal?

An example would be Final Fantasy

They can cast slow on an opponent to slow them down but would they slow themselves down in the prossess or would it just be unaffective?.
 
Yes. Time Manipulation isn't influenced. They slow down the opponent normally
 
Yes I know the FF characters don't use Time Manipulation to slow people. I was just using that as another example of slowing someone down by different means.
 
I think slowing someone down in a speed equalized match shouldn't be allowed to work. It literally goes against speed being equal.

Both characters are equal, its somehow fare for character A to us something to slow character B down but it's not allowed for character B to raise his speed via a technique?.
 
That's not really fare though. He's still speeding himself or slowing the other character down.

Example

Character A

Ap: Planet Level

Dura: Planet Level

Powers and Abilities: Superhuman Physical Characteristics

Speed: MFTL+

Character B

Ap: Planet Level

Dura: Planet Level

Powers: Superhuman Physical Characteristics, Time Manipulation (can slow time or speed it up)

Speed: MHS+


Character B is obviously not going to touch character A even with his Time Slow because character A is to quick. But then if speed is equalized, Now character B can become faster because he can slow or speed up time on himself or his opponent. Making him faster then his opponent destroying the very reason why speed was equalized.
