Scrooge via anything and everything mentioned above. If Scrooge is allowed all of the other tech that would fall under the 'etc' bit of his Standard Equipment section, (the Burglar Stunner, his tank and numerous explosives, among other items) then this becomes even more one-sided in his favor.

I'm going with Scrooge on this one, Shovel Knight may be ranked with a higher tier, but attack potency and durability isn't what mainly adds up, it also counts on experiance and intelligence and Scrooge beats Shovel Knight in that category in so many ways.

No offence, but without Super Scrouge, Mcduck is only 9-B. Shovel Knight is 7-B. He stomps. HARD. No amount of Hax will stop Shovel Knight from easily pogoing Scrouge before he fires any weapons he has, witch he won't even use in the beginning of the fight if he's in character. Even if you count his feats from when he WASN'T over 100, Shovel Knight still stomps pretty easily.
