I would say Mario. Bowser is multiversal via being powered by dreams, but Mario scales to a being who was going to destroy all dreams along with universes, so he's likely stronger.
 
Paper Mario is superior to Super Dimentio that would destroy absolutely everything in Mario-verse, including the dream world of which Dreamy Bowser only has power over a small portion. It's an easy win in favor of Paper Mario.
 
Paper Mario has this, he harmed and defeated Super Dimentio who had much more range in power (He was going to destroy absolutely everything in the Mario verse, that means he was going to hit the "other verses" in the Mario verse), Dreamy Bowser is only powered up by the dreams of the people of the multiverse

I can't recall clearly, but I'm unsure of if characters from the same franchise are allowed to have victories over one another.

Either way, I could request it if that is allowed.
