It pains me to say this but Rowena destroyes Harry.

With prep her spells can affect Archangels.
 
She can presumably harm God himself since she can hurt Amara. Sorry Harry, but this time it's score one for Scotland.
 
Im sure with almost any amount of prep Rowena should easily take this but I see no way she can take this otherwise. If she has a hex bag going into the fight then I can see her being able to win through her various hexes. If she doesn't have them going in then i don't see her winning, as her spells generally take longer to cast than Harry's, in which time he can retaliate. So im thinking inconclusive.
 
Harry Has a Little Speed Advantage and his spells are more easy to do

Harry without much difficulty. He is extremely skilled in Magical Combat and his Nigh-Lightspeed Reaction Time ('Accio' only works on inanimate objects. While people or creatures may be indirectly moved by 'Accio-ing' objects that they are wearing or holding, this carries all kinds of risks because of the likelihood of injury to the person or beast attached to an object travelling at close to the speed of light.)

Harry and several Wizards on his level have caught Accio'd objects, which means that they can catch things travelling at the speed of light (or very close to it). There's also the fact that he has higher durability than standard humans according to Newt in the new movie and from the reaction Hagrid gave at the thought of his parents dying in a car crash. Whereas Rowena is simply a human who has to chant her spells aloud in order for them to work. Harry also is a trained Auror by the end of the series, likely having dealt with multiple combat situations and threats that could encompass even Rowena in power.
