Gaara has the AP advantage and would be pretty careless in fightning Overhaul who just needs a touch to win so I'll vote Chisaki

Chisaki can't transmutate Gaara's sand via the same reasons Shigaraki couldn't decay sand earlier in the series

Chisaki can't effect things that are broken up into pieces. That's why Deku was able to stop Chisaki from impaling him by breaking the ground around him.

yeah he can't affect the broken pieces but in touching sand every granule is in contact with a finger so he could still affect them

Feel like Gaara would stump tbh. Gaara as is a long range to mid range fighter.
His sand will always protect him. Automatic reactions as well. Pretty sure he has the experience factor as well. He has enough chakra to use clones whenever he wants also.

Also Gaara controls his sand with his chakra so I don't think OH will be able to manipulate the sand

Yeah if its that form I think OH wins due to Gaara being pretty careless and crazy like that however I could see base Gaara taking it since he'll try to crush OH foremost
