Frieza tanked SS Broly for over an hour straight (who isn't even slightly implied to be holding back and stomped SSG Goku into fine paste in under a minute).

Wrath Broly is comparable to Post-ToP SSB Goku, who logically scales above Post-UIS2 SSB due to having Post-UIS3 and Post-UI boosts.

Post-UIS2 SSB Goku is stronger than UIS1.

UIS multiplier is accepted as at least 40x Blue.

SS Kefla is comparable to UIS1 Goku (implied by Piccolo), which means SS2 Kefla is much stronger than that.

SS Broly (50x Post-ToP SSB) > Golden Frieza >> Post-ToP SSB > Post-UIS2 SSB > UIS1 = SS Kefla.

Considering Post-ToP Goku should be far stronger than Post-UIS2, and Frieza tanked someone about 50x his power...AND the fact that UIS is considered at least 40x Blue...I would argue Golden Frieza scales above UIS2 Goku, who defeated SS2 Kefla despite having terrible offense.

SS2 Kefla only stood a chance against UIS2 Goku due to him having terrible offensive power. The only instance of her being an actual threat or hurting UIS2 is when she was expending all of her energy and Roshi claimed one laser would kill Goku.

Kefla would have to use her Last Resort to defeat Frieza (who has much higher stamina and endurance than Goku in the first place), which may or may not be capable of vaporising him. But Frieza will be capable of dealing much more damage than UIS2 Goku did and may even be capable of redirecting her energy (considering he controlled Sidra's Hakai).

Overall, I give this to Frieza. He seems to have a big advantage physically and mentally over her, is a much more skilled fighter (can match Goku in pure skill and learned his fighting style in a year of meditation) and has access to techniques such as Homing Death Beams and Death Cage. Kefla's only real chance of winning is Last Resort but she only resorted to it after feeling mocked and humiliated by Goku, which Frieza may or may not trigger.

I think that may give more points to Frieza. Frieza will most likely take pleasure in defeating such a powerful Super Saiyan but Kefla seems like she will only kill if extremely enraged.

There is no real precedent for how Kefla reacts to torture, we only know she becomes enraged by the perception that others are mocking or underestimating her. As such, she could either be like Goku, generally trying to overpower Frieza despite a massive gap, or like Vegeta, who falls to despair after being overwhelmed and unable to do anything against Frieza.

Overall, Frieza's superior stats and immediate willingness to kill will make this harder for Kefla, who has inferior stats and may struggle to use her Last Resort without the appropriate trigger.

To add further, Frieza can easily survive being bisected for multiple days in outer space and being sliced into hundreds/thousands of pieces for around a minute at least. Kefla will need to vaporise Frieza to really kill him, whereas Frieza can just pierce Kefla's chest with a homing Death Beam and win within moments of doing so.
 
God Toppo dumped on Frieza with ease. God Toppo got beat by SSBE Vegeta. Kefla beat SSB KKx20 Goku who is equal to SSBE Vegeta without any trouble. Kefla has power equal to power that beat God Toppo who beat Golden Frieza.

So how much stronger did Frieza get after the ToP?

The KK Goku that got beat by Kefla was way weaker than the kk Goku that's equal to Vegeta.
 
Well here is a scaling list that we can confirm:

SSBE Vegeta is equivalent to SSBKKX20 Goku (according to Director Nagamine in an interview) but Vegeta clearly grew stronger over time, the degree of which is unknown.

Wrath Broly is comparable to Post-UI SSB Goku and seemingly stacked Wrath and SS, making him 50x stronger than before.

SS Broly (50x Blue) >> GoD Toppo (at least 20x Blue) > SSBE Vegeta (pre-emotion amp) = KKX20 Goku Blue >>> Goku/Vegeta Blue

However, this is scaling from Post-UIS2 Goku who is stronger than UIS1 Goku. Post-UIS3 and Post-UI Goku would logically be much stronger, meaning the gap between SS Broly and GoD Toppo is likely far greater.

At bare minimum, SS Broly is 2.5x the power of GoD Toppo. GoD Toppo crushed Frieza in under a minute in the ToP (albeit Frieza got back up moments after) whereas Post-ToP Frieza can tank SS Broly for over an hour without getting knocked out even once (according to the novel).

It is overall clear that Frieza has become FAR more powerful than before, considering he went from being stomped in under a minute to someone at least 20x Post-UIS2 Blue to tanking someone 50x Post-UI Blue for over an hour. The degree of Frieza's growth is unknown but it seems reasonable to claim he is likely over half of Broly's power, making Post-ToP Frieza akin to or superior to GoD Toppo in power.

SS Broly > Post-ToP Frieza > GoD Toppo > SSBE Vegeta (Pre-Amp) = KKX20 Goku > Post-UIS2 Goku > UIS1 Goku = SS Kefla

That is the scale I can ascertain with what equations and knowledge we have of character feats and statements thus far in the series.

To compare, Frieza became infinitely stronger (Low 4-C to 3-A) in four months of training and then became, IIRC, thousands of times stronger from his meditation in hell (based on past calculations and statement analysis). So this definitely isn't strange for Frieza.
 
To add further, it is extremely unlikely that Goku was using X20, considering he could barely even go Blue. In-fact, he was only capable of landing one more hit when he used Kaio-Ken (according to...was it Beerus?).

To add even further, UIS Is known for amplifying the user's power. Goku went from Sub-UIS1 to surpassing UIS1 by adapting to UIS2's power. Post-UIS2 Goku is considerably stronger than UIS1 Goku, who is stronger than Post-UIS1 Goku. Comparing feats of Post-UIS1 KK Goku to Post-UIS2 KKX20 Goku is a tad off.
 
I give this to Frieza for sheer durability, skill and the virtue of not having a time limit to use his power. AP I don't think they're to different and Kefla has the advantage in that to me plus the fact her reactive evolution is crazy.

But I vote for Frieza in the end
