Lapis via much superior AP with water powers and the fact that most of Rai's hax wouldn't work because of her gem anatomy.
 
First off, great use of the images. Secondly, I'm with Cropfist for the same reasons. I think Raizel has the speed advantage, but it won't help if Lapis floods the world.

I am going to go with Lapis too. Her flight speed is quite high, so she can fly really high into space and just flood where ever Raizel happens to be.
