What is required for a new key?

Different tier, different form, different abilities.

Any of those three is generally enough to warrant a key, sometimes you can also create keys very similar to each other if they're useful for scaling.
 
It's usually reserved for character with excessive or mutiple information, abilities, tiers, incaranations, or transformations.
 
I feel like those examples are a bit of an exaggeration of what is necessary. A character could just have a story power up that brings them up to another tier, that's plenty enough. Any amount of abilities should also be fine imo, provided there is some difference between the keys.
 
It's still dependant on wether or not is really necessary. If the character really don't have that many abilities to begin with nor if they are not complicated, a tabber really isn't needed.
