I don't think that this seems to be clear-cut 9-B, just 9-C, but may be the wrong person to ask.
 
9-C+, BTW. A calc was done for fragmenting windshields, and it wielded 9900 joules. And it seems Tony Almeida's fall generated enough momentum to do that, so it absolutely scales to his durability, since it's impossible in real life to do so even for peak humans.

Jack Bauer is no way in any shape or form simply 10-A.

Breaking bones is also now possibly considered to be 9-C+ if you do it at perpendicular angles. And that's for the upper arm bone of an old lady.

Street level+ for breaking weakened upper arm bones. The shin might wield much higher results.
 
You would need to link to a calculation within the profile to justify Street level+ statistics though.

On second thought, that seems to be a crushing feat.

We'd have to use compressive strength for that one, which would wield higher results.

The C3 pedicle and vertebra make up for a volume of 293.931 cm

293.931 x 170= 49,968.27 joules (Wall level).

I'll ask Spino to evaluate this.
