Battle starts, before Mewtwo does anything, his stats (AP, dura, speed, debatably accuracy and evasion) rise.

So no, not a broken passive lol.

Hmm, not exactly passive. As Mewtwo is clearly conscious, it is just game mechanics that Mewtwo gets to use stat amp before the fight, it would be passive if it was done through litterally no brain process or anything else. Mewtwo clearly does an animation, indicating that it's just 1 of it's normal abilities, and it being in a fight would mean Mewtwo's nr 1 in character move would be that while the opponent can still fight.

If it was passive, it would have activated loooong before the fight, not as soon as it started.

That's why Mewtwo reacted, did an animation and the scream like thingy when doing it? Passive = body movement ain't happening anytime soon. It was clearly moving before it activated the stat amp, so yeah game mechanics that it wasn't counted as a normal move. The whole point of passive is "it's always on" not "whenever you enter battle, you scream and then it happens".

Proof? It happened just as Mewtwo did his cry before the fight. He could as well have done it consciously as not, but we should assume the former first if we don't have any conclusive proofs.

This honestly barely matters at all though, since this shows that even if it's not passive, Mewtwo can and will activate it at the start of the fight immediately.
