I know we revised Captain Atom's Mental limits to be within the Quantum Field because he theorized the Astral Realm to be withing the Quantum Field here (and admits he doesn't know for sure) but that is indicated to be false in the same story. For starters, Red Tornado could enter the Astral realm, but only Quantum Beings can enter the Quantum Field. Second, Nekron during their fight states he's using Captain Atom to pull the Quantum Field into his realm which wouldn't make sense if his realm was part of the Quantum Field. Captain Atom also notes similar things in their battle. Third. Silver Shield, who is stated to be unable to reenterthe Quantum Field, can enter the Astral Plane. He also knew nothing about the Astral Plane, despite being a being of the Quantum Field and knowing nearly every aspect. Therefore it's pretty clear the Astral Plane is not part of the Quantum Field but can be accessed by Elementals (Like Captain Atom, Swamp Thing, and Elemental Red Tornado)
Now that I've shown the Astral Plane isn't part of the Quantum Field, just a plane that Quantum Elementals can travel to, I'd like to point out Captain Atom has on occassion admitted he holds back both consciously and subconsciously.
Here he admits he was holding back against the robot that stomped his team and the Global Guardians in Justice League International. Here , he possibly references the events of Quantum Quest and states no one should have the power to remake the world. Here DC Heroes and villains state he mentally limits his powers.
For further proof he can do feats much higher than usual when hard pressed. Here, he and The Ray create a shield that protects the heroes from Zero Hour's entropy , even if it's only temporary, this was still a shield holding back a force that had already busted the universe multiple times and was crashing alternate timelines into each other. Here, he helps absorb Paralax's energy, which was going to recreate the universe/multiverse depending on sources without time jumping. During the War of the Gods, he defeated Elemental Shadowstorm who had earlier stomped him and was the equal to Elemental Firestorm who had also stomped him pre Quantun Quest. I also have a few more examples, such as Hal Jordan explaining Captain Atom's powers are based on his will, Dr. Megala agreeing, and Rasputin doing the same, but I feel my point is made.
Given what we're told, shown and even domonstrated in comics. It's pretty clear it is a mental limits thing, not a Quantum Field thing.
